Project Description
Armand Corporation served as the Technical Services Manager and General Design Assistance Consultant for the New Jersey Transit Southern Light Rail Transit System. New Jersey Transit procured a General Design Assistance Consultant (GDAC) to perform preliminary engineering and design services for a transit system connecting Camden, Burlington, and Mercer Counties. The GDAC team produced solicitation documents that facilitated a group of potential Design Build Operate & Maintain (DBOM) contractors to accurately bid the project. Armand Corporation served as the Technical Manager on the GDAC team and was responsible for:

Scope of Services Completed
  • Quality Assurance Program Implementation - We filled the position of Quality Assurance Manager for the GDAC team and maintained the NJ Transit GDAC quality assurance program for the project.  Work included development of plans and procedures, review of quality-related documentation, and conduct audits and surveillances to verify compliance of the DBOM contractor with project quality requirements.
  • Providing Utility Protection and Relocation Designs - We presented the relocation and protection strategy for all sewers, gas, and water utilities that conflicted with the alignment of the transit system.
  • Providing All Surveying and Mapping - We provided a field survey specification to outlined the procedures, the document control, and the accuracy standards for all project surveyors.
  • Coordinating the Geotechnical Investigation, Bridge Inspection, Capital Cost Estimate, and The Corrosion Control Program - We prepared the scopes of work, the schedule, the budgets, and the quality assurance for the geotechnical, bridge inspection and corrosion control aspects of this project. We created a geotechnical investigation program, which collected both structural and environmental sampling along the thirty-five mile corridor in two phases.
  • Supplying CADD Personnel and Prepare Graphics for Public Focus Meetings - We allocated five full-time Micro-station CADD personnel to provide the civil engineering, structural engineering, environmental, and graphic related support that the project required.
