Armand Corporation was selected to deliver Construction Management services
for the City of New York’s Humanitarian Emergency Response and Relief Center
(HERRC) at 322 Bruckner Boulevard, a project commissioned by the Department
of Design and Construction (DDC) in partnership with the Department of
Citywide Administrative Services (DCAS). This initiative was launched to respond
to the growing number of asylum seekers arriving in New York City, requiring
immediate shelter solutions.

The project involved the expedited fit-out and conversion of a 275,000-square-
foot warehouse into a fully operational temporary housing facility designed to
accommodate approximately 2,200 cots. The project demanded an aggressive
140-day timeline, encompassing 20 days for pre-construction activities, 90 days
for construction, and 30 days for post-construction and closeout.

Armand’s responsibilities included continuous site monitoring and reporting, ensuring all work adhered to stringent
OSHA regulations and New York City building codes. The team developed and maintained a fully integrated project
schedule, coordinating closely with all trades and stakeholders to maintain momentum and mitigate delays. Through
detailed cost estimating and rigorous payment requisition reviews, Armand provided precise financial oversight,
ensuring the project remained within the City’s budget parameters.

During pre-construction, Armand conducted multidisciplinary reviews of design documents to optimize
constructability and identify potential conflicts before mobilization. Substantial completion walkthroughs and a
streamlined closeout process ensured the facility was delivered fully operational and ready for occupancy within the
mandated schedule.

The successful delivery of the 322 Bruckner Boulevard HERRC stands as a testament to Armand Corporation’s
ability to execute complex, fast-tracked projects with precision, discipline, and care. The center now serves as a vital
resource for New York City’s ongoing humanitarian efforts, providing safe, temporary housing for thousands of
individuals in need.
