On-Call Contract for Construction Management Services

New York, NY

Armand Corporation was awarded a three-year contract, with the option
of a two (2) year renewal clause, to provide construction management
services to the City University Construction Fund (CUCF), on behalf of the City
University of New York (CUNY) Office of Facilities, Planning, Construction,
and Management (FPCM), to provide Construction Management-Build
services on an “as needed” basis at CUNY’s various sites and facilities.

Under the contract, Armand provides pre-construction, construction,
and post-construction management services. CUCF issues project
specific task orders that the prequalified construction management firms
competitively submit a proposal for the CM services. The contracts are
at risk, where Armand solicits, enters, and manages the contracts with
the trade contractors and any professional services sub-consultants. It
is Armand’s responsibility to provide all the necessary construction
management t services necessary and required for the construction,
inspection, supervision, management, coordination and administration of
the project, so that the required construction work is properly executed,
completed in a timely fashion and conforms to the requirements of the
construction documents and to best construction practices. The CM
services provided include project management, cost management, time
management, quality control, management, contract administration, and
safety management services.

CUNY is the nation’s largest urban public university with twenty-five
campuses ranging from community colleges to senior colleges to
professional schools, across all five boroughs of New York City. CUNY
operates from approximately three hundred (300) buildings, comprising
twenty-nine million square feet of classrooms, computer centers,
science and other instructional and research laboratories, theaters,
athletic facilities, greenhouses, observatories, and spaces for many other
purposes. CUCF is a public benefit corporation established by New York
State to provide facilities for CUNY and supports the educational purposes
of CUNY.

Armand has been awarded two task orders to date under the on-call
contract to date:

Thomas Hunter Hall Infrastructure Upgrades Phase 1

Armand was awarded the first phase of a planned five phase
renovation of Thomas Hunter Hall on the Hunter College campus.
Phase 1 work is scheduled to include the gut renovation of the
6th & 7th floors and providing the base building infrastructure
upgrade for the full renovation. A portion of the 5th floor will also
be renovated, and work will be performed on the roof.

The roof work consists of removals of existing roof insulation,
membrane, and mechanical equipment. New rigid insulation with
a liquid applied roof will be installed, along with walking surfaces
around the new equipment. The seventh and sixth floors will
undergo a gut renovation with a reworked floor plan including
dance studios, dance control rooms, and restrooms. The fifth
floor will be reworked for the Dance Department Offices. In
addition, the MEP upgrades in this first phase include a new heat
pump domestic hot water heater with new plumbing distribution
throughout the building, fire standpipe system with fire sprinkler
pipe distribution, a new HVAC system infrastructure, new power
electrical service to support the building infrastructure upgrade,
new normal and emergency power electrical distribution
infrastructure to support the full renovation, new building security
system, new IT MDF room and IT infrastructure to support the full
renovation, new shafts and MEP/FP and IT vertical distribution
through the building preparing for the full building renovation,
upgrade two existing elevators, and replace an existing scissor
stair with new staircase.

Thomas Hunter Hall constructed in 1909, is a registered NYC
landmark. This project includes the construction of a full-scale
mock-up for the proposed mechanical units and 90-ton chiller to
allow the Landmarks Preservation Commission (LPC) to assess the
visibility, scale, and impact of the equipment. The LPC evaluates if
the equipment will be noticeable from key vantage points, whether
it fits within the building’s design and if it disrupts the historic
aesthetic, and overall appearance.

North Academic Center’s Corridor Fire Door Project

Armand was awarded a project at CUNY’s City College’s North
Academic Center (NAC) Building to address non-operable
electromagnetic “hold-opens” on all public corridor fire doors
in the NAC Building. The work includes the installation of new
hold-opens, as well as providing new glazed doors at selective
locations. The existing electric hold-opens are original to the
building construction in the late 1970’s and over time, have
become inoperable, placing these doors in a normally closed
position. This existing condition hinders accessibility throughout
the floor, impacting compliance with the American Disability
Act. The overall scope of this project includes the replacement of
approximately sixty (60) doors and modifying an additional six (6)
doors; replacement of approximately forty-five (45) corresponding
electromagnet hold-opens along with their required fire alarm and
electrical service connections; and all electrical service connections
and connections to the building’s approved fire alarm system from
these devices will be restored or provided as new.
