NYC Parks Public Restroom Design- Build Project (Six Various Locations)

Armand Corporation, serving as the builder, and Infotran, serving as the
designer, have been awarded a Design-Build contract from the New York City
Department of Design and Construction (DDC) to deliver public restrooms at six
different parks across the city. This project is part of the City’s ongoing efforts to
improve public infrastructure and provide accessible, high-quality amenities for
park visitors.

The Design-Build team is responsible for the design and construction of six
public restroom buildings located at Murphy Brothers Playground, Ruppert
Park, East River Park, Kissena Park, Van Cortlandt Park, and Brookville Park.
Each location presents unique site conditions and community needs, requiring
tailored design solutions that ensure accessibility, durability, and sustainability.
The restrooms will feature energy-efficient lighting, water-conserving fixtures,
and vandal-resistant materials to enhance longevity and minimize maintenance
costs. Additionally, the design will prioritize natural ventilation and daylighting to
reduce energy consumption.

At Murphy Brothers Playground, the restroom facility will be strategically placed near high-traffic recreational
areas to ensure convenience for parkgoers. Ruppert Park’s facility will integrate a green roof system to promote
sustainability and mitigate stormwater runoff. East River Park’s restroom will be designed to withstand coastal
conditions and potential flooding, incorporating resilient materials and elevated foundations. Kissena Park’s
facility will cater to the needs of families and cyclists, featuring additional water stations and shaded rest areas.
Van Cortlandt Park’s restroom will be built with a rustic aesthetic to complement the park’s natural woodland
surroundings. Brookville Park will see the inclusion of an expanded facility with additional stalls to accommodate its
high visitor volume.

Beyond restroom construction, the project includes significant site enhancements such as improved pedestrian
pathways, seating areas, and landscaping to integrate the restrooms seamlessly into the park environments. The
project scope encompasses comprehensive site analysis, architectural and engineering design, permitting, utility
connections, procurement, construction, and commissioning, ensuring that all facilities meet the highest standards
for public use.

The Notice to Proceed (NTP) is scheduled for April 2025, marking the commencement of design and pre-construction activities. The design phase will include extensive site assessments, schematic
development, and coordination with regulatory agencies to secure the necessary approvals. By late
2025, the project will transition into the permitting and procurement phase, allowing for efficient
material sourcing and early-stage site preparation. Construction is expected to commence in
early 2026, following a phased approach to minimize disruptions to park operations. Substantial
completion of all six restroom facilities is anticipated by late 2027, with final commissioning and
turnover to the City by early 2028. Through close collaboration between Armand, Infotran, and
DDC, the project aims to leverage the benefits of the Design-Build methodology to streamline
decision-making, enhance coordination, and optimize resource allocation.

(MWBE) team for this initiative. This reflects the City’s ongoing commitment to fostering diversity,

In alignment with the City’s public engagement policies, the Design-Build team will work closely
with community stakeholders, park users, and relevant agencies to ensure the facilities meet the
needs of local communities. Engagement efforts will include public meetings, outreach sessions,
and ongoing communication to provide transparency and gather feedback throughout the project’s
lifecycle. Each park community will have opportunities to participate in design workshops and
review proposed concepts, ensuring that the restrooms reflect their specific needs and priorities.
The project team will also collaborate with local advocacy groups and accessibility experts to
guarantee that the final designs are inclusive and user-friendly. Regular project updates will be
shared via digital platforms and community bulletin boards to keep the public informed of progress
and upcoming milestones.

enhancing public amenities across New York City’s parks.
