Armand Corporation (“Armand”) was selected to provide construction manager
services in connection with the tent and overall site construction for the
Humanitarian Emergency Response and Relief Centers Program (“HERRC”) of the
Randall’s Island site. In partnership with New York State, the city established this
facility in August 2023 on the island’s southwest corner. The center consists of
large white tent dormitories equipped to house up to 600 military-style cots per
tent, with a total capacity to serve 3,000 migrants, providing temporary housing
for up to 2,000 adults seeking asylum.

This high-stakes, rapid-response project commenced following a request
for proposal on a Thursday, with Armand submitting the proposal by Friday
morning and mobilizing by Friday evening to ensure the team was on-site
Saturday morning. The construction management team was comprised of project engineers, code officers, resident
engineers, commissioning agents, and site safety inspectors.

Armand’s scope included overseeing the construction, inspection, commissioning, and management of the tent
complex while coordinating with multiple City and State agencies and stakeholders. Armand’s work supported the
construction of a new tent complex aimed at addressing the needs of the asylum seekers currently in New York City’s care. Under an accelerated schedule, the project allowed for one week of pre-construction, two weeks of active
construction, and three weeks for post-construction wrap-up. As one of the selected construction managers for the
HERRC program, Armand anticipates future project assignments on a rotational basis.
